Precinct Case File -- Confidential

A cutout left this on the sheriff's ledger.

You're the chief detective assigned to the case. Three warnings arrived.
Did you save them in time?

The hitman's note was clear: name all three intended victims before the ink on their warnings dried, and the hitman will surrender -- but only to the detective sharp enough to find them, too.

"I'll turn myself in, Detective. I give you my word. But first -- prove you were fast enough to save them. All three. Not two. Not 'close enough.' All three, or this door stays shut."

You saved them. All three.

"...Fine. A deal's a deal. I'm done running -- but I'm not walking into your precinct until you walk up to MY door first. Everything you need to find me is in here. Same rules as before: read closely, Detective. I'm not in the three counties you already searched."
